Loop of delegating plan to background agent

I've been seeing various feedback about delegating from a plan -> background or cloud agent. Here's my latest experience.

• Use plan agent to develop a plan
• Start Implementation -> send to background agent
• ❓ I'm told A background agent has begun working on your request. Follow its progress in the sessions list. rather than the new session opening + focusing automatically
• ❓ I still see the button to Start Implementation and could keep using it
  • Any subsequent sessions I kick off from Start Implementation end up being empty and non-useful
  • My model also somehow changed to Claude Sonnet instead of Opus at some point when navigating between sessions

I now have a different issue with planning and the Copilot CLI: after sending the plan implementation to the Copilot CLI, I end up with 2 chats: one for the local plan agent (that still shows as if it's working), and a new one for the CLI that isn't cross-linked to that original session. I wouldn't know about the new session without manually opening the sessions list (as there's no cross-linking, and the original session remains in a working status).

Also as a slightly tangential issue: if I go back to the sessions list and then return to a plan which I haven't yet implemented, I lose the UI button for Start implementation. This makes multi-agent management feel challenging (since I feel like I lose some guidance if I go check on other sessions before deciding to implement the plan).

@joshspicer I think this an experience you had a solution (setting) to navigate the user to the new session.
I think we disabled that setting thinking it caused other issue (but didn't)
I know one issue it probably caused is the fact that if there are uncommittted changes, then the prompt is in the local session and not background

Perhaps we can improve this by adding a link to the new Background Session in the local chat session.
This way user can see that it has started and they get a link to that, which when clicked would take them to the new session.
