[Insiders] Suggestion cannot be triggered by just typing (aka quickSuggest)

As the title says, using the command "Trigger Suggest" works fine, but it does not work via keyboard. This issue can be reproduced on Web Code.

reproduction

1. Open https://insiders.vscode.dev/ (the version I opened was 1.110.0-insider@62028559c1ca63edaa7fd32d3845ea502af07ab2)
2. Create a new file and select Javascript as the language mode
3. Type tr on the keyboard

same issue, nothing hinted even I changed file suffix as .ts

seems to be caused by

• Experiment with disabling quick suggestion in favour of ghost text #293443
• Autocomplete not working #296661
• Inline Suggestions: Do not show word based suggest widget if inline completions provider is available #284076
• Text editor - suggestions do not work in Insiders #290370

workaround by setting either of these settings

Yeah, we have added a new option to disable quick suggestions (suggestions as you type) when you can have ghost text completions. The new setting value is offWhenInlineCompletions and we for insiders we are running a experiment to measure what's more effective. Having said that, I wonder why there no ghost text completions

Inline completions seem to work in untitled files.

are you sure you haven't modified editor.quickSuggestions or editor.inlineSuggest.enabled or any other setting that may affect it?
and why is that entire test function showing up as an error?
