Browser needs repeated allow while I had already allowed the domain

1. While testing, agent asks to open localhost:3000.
2. I pick Allow for this session
3. Browser opens, agent plans next page to test
4. 🐛 Next permission localhost:3000/prototypes/counter-demo

Expected: I allowed the website, let the agent navigate it.

Notes for agent:

Asks:

• "Allow in this Session" should apply at the URL domain level, not at the full URL level for browser tools
• OpenBrowserTool and NavigateBrowserTool might need to share the allow state provided that they're within the same domain
