Switching to Copilot CLI from empty workspace triggers confusing trust dialog

Steps to Reproduce:

1. Open a workspace folder, don't trust it
2. Close the window
3. Open an empty workspace
4. In chat, switch to Copilot CLI
5. 🐛 Get presented with trust dialog

I have not even selected a folder yet, it seems that's the only folder in history so it tries to select it automatically.

@DonJayamanne, it does look like this is realted to initializing the folder picker. I agree with the suggestion here, that we should only set the initial value of the folder picker if the folder is trusted. Is this something that you could take a look? Thanks!

It also seems to me that if you press Esc on the trust dialog, we still set the folder value. Is this expected?

In an empty window, I would not expect any folder to be selected unless I've already selected it in a previous chat session and it is trusted.
