expose open terminal UI even when terminal command is collapsed

I'm using the agent to run a lot of long running terminal commands, and it is useful to see the output so I usually open the terminal for those specific commands, but right now it can take some digging to get there.

first I have to find the thinking step that might contain the terminal I'm interested in

expand that and I get

expand again and I have an icon to click to get to the terminal

There are also plenty of terminal commands that I wouldn't want to clutter up chat at the top level, but it would be great to have something in the UI to let me open that terminal more easily.

@justschen should we surface a button near the tool call when a terminal command was run? I agree, takes a ton of clicking.
