Menus lost border

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.111.0
• OS Version: Windows 11 25H2

Steps to Reproduce:

1. Open any context menu or submenu from the main menu (see the screenshots)
2. The menu now has no visual border, and the menu visually merges with the background
