Compaction doesn't seem to work for Copilot CLI

Even though I can use the Compact Conversation UI button or /compact slash command while in a Copilot CLI session, the session doesn't actually seem to be compacted.

I tried compacting two similar sessions to compare: one in Copilot CLI and one in local agent. The used context window remained the same size for the Copilot CLI, whereas it shrunk significantly for the local agent.

The problem is we don't have an updated context window, hence it looks like its not updated.
