Add a suggestions pane

The IntelliSense suggestion pop-up frequently obscures code that I'm reading. I rely on those suggestions, but I also need to be able to read the code that's currently being covered up.

I'd like to disable the inline suggestion pop-up, but don't want to manually enable suggestions, as I'd be doing that for every new word I type. It'd be great if there was a Suggestions pane in the panel part of VSCode, so that I can get suggestions and never have code that needs reading be obscured.

#57466 is a related issue, but isn't asking for exactly the same thing, and was closed in 2019.
