Sessions: Cloud agent sessions vanish from sessions list

Steps to Reproduce:

1. Open sessions when you have both cloud initiated sessions and locally initiated sessions
2. Interact and load the a cloud session
3. Leave sessions running and go and do somethign else (i was in main VSCODE)
4. Come back later (less than 30m) and the whole xpna section was missing and I could not get those sessions back again I had to restart

This happened a few times, but its not somethign that always happens.

I think maybe it has to do with the two groupings xpna and main actually being the same repository and not grouping under the same (correct) grouping name of xpna

Oh, this is using insiders. @osortega can you check if the sorting by repo is off somehow?
