/troubleshoot slash command does not show up for Copilot CLI

troubleshoot is a built in slash cmd, In local mode I see troubleshoot slash cmd show up in intellisense

In Copilot CLI, I dont see this slash cmd

@pwang347 I don't think we should return skills with a custom Uri like skillUri: vscode.Uri.from({ scheme: SKILL_SCHEME, path: /${folderName}/${SKILL_FILENAME} }),

If you have a look at https://github.com/microsoft/vscode-copilot-chat/blob/d2a7c6efa5b054a9f3eee1303c78a9330bdaa1bf/src/extension/agents/vscode-node/planAgentProvider.ts#L1
You can see that the file is stored on disc.

I think we should do the same for these skills as well
Having them stored on disc means it will work for other chat providers like Claude, Copilot CLI
I think the path is correct (structure with skills/name/ski..md), just needs to real path on disc
