Prevent scroll jumping in agent chats (prevent chat jumping)

As the agents respond in the chat, the chat content isn't monotonically increasing: bits get added and removed as the chat progresses. When removing content, the chat will "jump" to fill the empty space from the removed content, making chats harder to follow along.

Perhaps we won't be following chats for much longer if the AI keeps improving, but in the meantime, it would be easier to follow along if the scroll didn't jump when content gets removed. Maybe fixable by allowing a scroll-past-end behavior?

This is really super annoying and important, not just polishing! Human in the loop is important, and reading along the agents reasoning is key.

Any temporary "Working..."/"Thinking.."/thoughts streaming section at the end of the current chat flow shall only grow but never shrink in height, and when it's hidden, the overall chat flow shall never automatically scroll downwards but only upwards, i.e. leave some visual empty space at the end of the chat where the temporary content was shown and fill this up during the subsequent chat flow before scrolling further up.

Additionally, the automatic up-scrolling should be somewhat smoothed instead of jumpy for a human observer to be able to follow.
