Menu inaccessible when using menuBarVisibility=toggle and titleBarStyle=native

When settings are configured thusly:

	"window.titleBarStyle": "native",
	"window.menuBarVisibility": "toggle",

The menu can no longer be toggled via the ALT key. It is no longer possible to see it or interact with it.

Any other permutation appears to work.

This functionality worked in previous versions of vscode, but appears to have broken during an update.

Does this issue occur when all extensions are disabled?: Yes

Reproducible on Debian trixie + KDE Plasma 6.3.6 (Wayland),
VS Code 1.116.0 (commit 560a9db, Electron current), full-quit &
relaunch each time.

Extending the scope of this report: not just toggle — every
menuBarVisibility value is broken when titleBarStyle=native:

So the regression isn't limited to Alt toggling — the entire menu-bar
subsystem seems unhooked when the native titlebar is used on Linux.

Confirmed workaround: switching titleBarStyle back to custom
restores the in-window menu, but then the WM decoration (aurorae
traffic-light buttons, etc.) is bypassed. On Linux/KDE there's no
combination that gives both.
