Agents: Failed to find PR after cloud delegation

In verifying #304823, I was able to Continue In cloud, but I get this error message:

However, I do see the delegation succeeded if I check my actual repo - a PR was created.

I ended up increasing the timeout a bit longer but sadly there's not much we can do if gh takes a bit longer to index the PR.
Now we are waiting for up to 1 minute which hopefully is enough
