Agents app: no command or keybinding to focus Chat Customizations view

Feature Request

There is no command or keybinding to focus the Chat Customizations view in the Agents application. Users (especially keyboard and screen reader users) have no way to navigate to the customizations view without using a mouse.

Requirements

1. Add a Focus Chat Customizations action with a keybinding
2. The action should open/reveal the AI Customization view (aiCustomization.view) and focus it
3. Add a reference to this command in the Agents app accessibility help dialog so it is discoverable via Alt+F1
