Provide an option to suppress GitHub access prompts from extensions #309170

Some extensions may request GitHub account access. However, there are no clear options for users to permanently suppress or deny these prompts without impacting global GitHub authentication settings.

This can lead to repeated and intrusive notifications, especially when users do not intend to grant such permissions.

It would be helpful to have a way to:

Explicitly deny GitHub access requests per extension
Persist that decision (so the prompt does not reappear)
Manage these permissions in a centralized place (e.g., Settings or Accounts view)

This would improve user control and reduce unnecessary interruptions while maintaining flexibility for extensions that require authentication.
