Agents: Expect CLI's plan to be rendered and saved somewhere in the Changes panel

In testing @DonJayamanne's work on planning support in the Agents app (powered by the Copilot CLI), I like that an artifact is generated with the plan, and I think I expect it to be rendered within the Changes panel (additionally or alternatively).

The save button is valuable (gives me the option to make this plan as persistent or fleeting as I'd like), though I think I initially expected to be guided to save the plan in either a new file in my Files tab, or a new Artifacts tab (rather than guided to pick a location on my machine overall).

@bamurtaugh Updated title to indicate that the artifact is what needs to be rendered, as I'm working on the Plan widget, and my understanding is that it will still say the same (i.e. displayed above the chat input), note I am working on updating the plan widget based on feedback received.,

Might as well not show the Aritifacts, currently CLI makes a tool call to display the artifacts.
