Thanks for bringing to our attention a confusing aspect of the Settings editor.
"Enabled" is part of the name of the setting. For example, "Unified Agents Bar: Enabled" corresponds to the chat.unifiedAgentsBar.enabled setting. If the checkbox is checked, then the setting is enabled. Otherwise, the setting is not enabled. The checkbox shows the effective state (unless there's a setting override).
