Inability to select xHigh reasoning level for some models when the Session Target is set to Copilot CLI

Type: Bug

1. Select Copilot CLI as the Session Target.
2. Select a model that is at the bottom of the list, like GPT-5.3-Codex or GPT-5.4 mini.
3. Select Reasoning level for the model.
4. Xhigh cannot be selected because the dropdown exits the visible window despite the reasoning level being selectable in the dropdown when the session target is set to Local.

This is the issue in Copilot CLI that originates this: github/copilot-cli#2725. Extra High (xhigh) reasoning effort is now limited in Copilot CLI for some tiers, but it is not limited in Visual Studio Code. I'd like to see an official confirmation about what is included on each tier, and to offer the same reasoning efforts in both applications.
