Clicking a row in "customizations" doesn't open that item

• Click "Skills" in the customizations view in agents app
• It just opens whichever section was previously open, not "skills"

It was intentional to make the customizations UI always open the welcome page to get more eyes on that page (cc @kieferrm).

Changed in #310871

Opening to the previous section was a bug that will be in tomorrow's insiders: #311458

After the fix, I'm still not sure if this behavior is correct though
