Attach trace files and heapsnapshot to the run

Currently the run doesn't describe whats the next step to action on the regression

1. There should be link to wiki that describes how to analyze the metrics from the actual trace or snapshot
2. Attach the generated trace and snapshot files so any followup can be acted upon based on the results

otherwise, I could add this as a SKILL.md file as well! I find the agent is quite good at performing some analysis, and we can point it to use the integrated browser with perfetto. Let me know what you think.

For 2, it should be attached already to the CI but grouped for the entire scenario runner.

1. Yes a skill is good, we already have cpu-profile-analysis and heapsnapshot-analysis under https://github.com/microsoft/vscode/tree/main/.github/skills, we need one for trace event analysis (like extracting the cpu samples with relevant sql queries etc). At the end we should have a simple one liner in the CI output asking users to run the generated trace against the skill as next step.

2. In the run https://github.com/microsoft/vscode/actions/runs/24671807665 I am not seeing it under artifacts, which one should I check ?
