Agents app modals have unexpected tab behavior in MacOS

Steps to Reproduce:

1. Open Agents App
2. Turn on voice over dictation in System Settings
3. Tab to the Agent customizations menu and open it
4. once opened, keep tabbing. The tab order includes UI elements that are behind the Customization modal, so you have to tab through the entire background to get into the customizations modal and navigatee to the menus

PR #314770 was originally linked to this issue, but on re-review it does not actually fix the modal tab-trap problem described here. That PR's changes are scoped to:

• Per-row action bar focus visibility / tab order (The action bar on an individual ilist items should show when focused #314140, I get stuck in the action bar buttons when I tab/shift tab #314143)
• Plugin list aria labels ("Enabled" is not read on the right #314156, "Install Plugin By Source" and "Create Plugin" read as "Button" in VoiceOver #314157)
• Welcome page focus fallback (weird home tab behavior leaves the title focused? #314172)
• Auto-focusing the first list row on Tab (Customizations list: Tab into list does not visibly focus first entry #314779)

None of those introduce a focus trap on the Agent Customizations modal in the Agents app, which is what this issue requires. Leaving this open — the PR description has been updated to drop the bad attribution.
