Quota exceeded message in CLI needs polish

For local sessions, we return a nicely formatted message when a user has reached their quota limit can we have the same handling for Copilot CLI sessions?

3. Send a chat message and verify that the returned result is well formatted (e.g., has a button to manage budget unlike the original image in the description where it's just a message)
