Agent window in 1.120.0 gives session time limits even in external claude subcription

• OS Version: Linux x64 6.17.0-23-generic

I am using my claude max subcription inside the Agent window. It works perfectly BUT after some hours I started to received messages like You've use 80% of your session rate limit. This was NOT correct, since I check my claude usage and it was way below this threshold. After this countdown reach 99%, I couldn't use the agent window at all, even though I could use my claude cli in my terminal perfectly fine.

Not sure if it is a bug, or some settings I need to change.

If I can add something. Today, after I again reach 100% in that session limit, I tried to open claude in the teminal, and in some of my working sessions were empty with only this message:

Cannot read properties of undefined (reading 'input_tokens')

The real situation

The "session rate limit" is a GitHub Copilot API gateway limit, not your Anthropic account limit. When you use the Claude Code agent window in VS Code (even with a Max subscription), every request routes through GitHub's Copilot API proxy. That proxy enforces its own per-session rate limits independent of what Anthropic charges you.

The discrepancy you see — "agent window says 100% used but Anthropic shows 60–70% remaining" — is because they're measuring different things:

• Anthropic usage (claude.ai): tokens/dollars billed to your Max subscription by Anthropic
• Copilot session rate limit: Copilot's own gateway quota for one conversation session

So this is not a code bug in VS Code — it's a product/policy issue with how the Copilot gateway limits Claude Code sessions. The VS Code code correctly reads and displays what the Copilot API reports.
