Caret smoothing make cursor not snappy

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.120.0
• OS Version: 7.0.8-cachyos1.fc43.x86_64
• Happens in the insiders version as well

Steps to Reproduce:

1. Turn on - "editor.cursorSmoothCaretAnimation": "on"
2. Press a certain key for a long time / move around with the cursor - for example up and down.

I do not feel the cursor as snappy as it should be when moving it.
There is a noticeable lag when moving it which should not be present.
