TypeScript 3 project references: no navigation, no found references

• VSCode Version: 1.26.0
• OS Version: macOS high sierra 10.13.6

Steps to Reproduce:

1. Create a new TypeScript project that uses the new project reference settings like in this repository
2. Try to navigate to a definition (F12) or find a references (shift + F12)
3. nothing happens and it can't find any references
4. I created a repository where you can reproduce the issue

Does this issue occur when all extensions are disabled?: Yes

Maybe it is related to this #55827 issue?
