Console Behavior Not properly supported with Python / IPython Jupyter Notebook

• VSCode Version: 1.28.2 (1.28.2)
• OS Version: macOS Mojave 10.14.1 (18B75)

Steps to Reproduce:

1. Install Python latest extension to support IPython plus Jupyter Notebook
2. Install FastAI ProgressBar like in the example below

3. Check that the progress bar does not update in the right way

Does this issue occur when all extensions are disabled?: Cannot be applied since this is a extension issue (Python)
