VS code can open the same file multiple times with different capitalizations on Windows

From the command-line:

code foo.txt
code Foo.txt

Expected: only one file is opened, either with the first or a canonical capitalization
Actual: the file is opened twice

VS Code version: Code 1.33.1 (51b0b28, 2019-04-11T08:27:14.102Z)
OS version: Windows_NT x64 10.0.18881
