VSCode insiders, Catalina

  1. Have activity bar hidden
  2. Reload VSCode -> toggle activity bar to be shown
  3. Broken activity bar 🐛

I can repro this 100%.
I can not repro with stable, thus this is a regression which we should fix thus assigning to October
