Automatically fix smart quotes and replace with regular quotes

I would like to see VSCode be smart about smart quotes and not allow them! They don't compile, so just convert them into regular quotes when they are typed (I don't know how you type them) or copy/pasted from sources like word editors (most likely cause) where code has no business being in! Sure we can inform everyone about how to disable smart quotes in their word editors, but why not just solve the problem in the place where it's a problem.
