[Ctrl+Alt+UpArrow/DownArrow] doesn't work on RDP

Issue Type: Bug

1. VScode is installed on remote PC.
2. Using the PC on RDP.
3. [Ctrl+Alt+UpArrow/DownArrow] doesn't work. (insert cursors up and down)
   Nothing happens.

VS Code version: Code 1.45.0 (d69a79b, 2020-05-07T16:18:48.860Z)

It is possible that VS Code does not receive the keybindings from the OS. What is detect when you press the desired key combination?

Hi. On my case, ”Ctrl+Alt+UpArrow" is defined in Keyboard Shortcuts, and nothing is defined in Keybindings.json. It's effective on local operation on the PC, but not effective via RDP. 2020年5月13日(水) 16:50 Alexandru Dima <notifications@github.com>:

@hiroshi24da Thank you. This indicates that VS Code does not receive the keybinding "ctrl+alt+up" from the OS. IMHO I believe this is a problem with the RDP client, which probably "eats up" those keybindings to do something with them and does not send them to the remote machine.

Unfortunately there is no possible thing we can do on our side, since VS Code does not receive the keybindings.
