I prefer this solution to my previously closed PR: Complete step once step is viewed #166987
Users can still toggle the checkboxes.
I considered removing all of the code around
onStepSelectedcompletion events since we don't publicly advertise this https://code.visualstudio.com/api/references/contribution-points#Completion-events. However, a quick check revealed that a handful of extensions such as vscode-docker use this completion event
