This PR enhances the ChatModelsWidget by adding hover support to explain why the "Add Models" button is disabled for business and enterprise entitlements. When users have a managed (business or enterprise) entitlement and are not internal users, a hover message "Managed by your organization" is displayed over the disabled button.

- Added hover functionality to the "Add Models" button when disabled due to managed entitlements
- Refactored entitlement checking logic to use a more maintainable
isManagedEntitlementvariable - Imported required utilities (MutableDisposable, getDefaultHoverDelegate) for hover management
