This pull request fixes an issue where the horizontal scrollbar in embedded terminals within Copilot Chat prevented users from clicking on inline links (like IP addresses).

- Hides the native xterm-viewport scrollbar while maintaining scrollability
- Makes the Monaco scrollbar track click-through (pointer-events: none) while keeping the slider draggable (pointer-events: auto)
