This PR updates the .github/agents/Data agent configuration to support running telemetry queries via the Kusto Explorer extension in addition to the existing Azure MCP approach.

- Add Kusto Explorer tool identifiers to the Data agent’s allowed
toolslist. - Update the workflow instructions to prefer Kusto Explorer over Azure MCP when both are available.
