This PR changes the default rollout behavior for enabling custom agents within the runSubagent tool by turning chat.customAgentInSubagent.enabled on by default and removing its “experimental” tagging, while retaining experiment-based overrides (experiment.mode: 'auto') to support ongoing A/B control.

Enable
chat.customAgentInSubagent.enabledby default and remove theexperimentaltag. The experiment override (experiment.mode: 'auto') is kept so AB testing can still control the rollout.
