Pull request overview
Removes the “Copy” toolbar action from chat request headers so that copy controls are limited to the response footer toolbar (while keeping copy available via the chat context menu).
Changes:

workbench.action.chat.copyItemfrom theMenuId.ChatMessageTitle(request header) menu location. - Kept
Copyin the chat context menu and on the response footer toolbar (MenuId.ChatMessageFooter).
