This PR updates the API proposal version check workflow so that when an override comment is posted, it attempts to re-run the previously failed workflow run (instead of creating a separate successful check run).
Changes:
- Remove
checks: writepermission and stop creating a custom check run on override. - Add a GitHub Script step that locates a failed workflow run for the PR head SHA and triggers a re-run when an override comment is posted.
- Add a lightweight “pass” step on override so the override-triggered run succeeds.
