elkjs 0.9.3, which we indirectly consume, is under EPL-2.0.
I do not see any existing notices for it in our ThirdPartyNotices files, so I created a new file under mermaid-markdown-features that contains the copy of EPL-2.0 that comes with elkjs 0.9.3.
