Pull request overview
This PR disables (skips) Copilot CLI-related smoke tests so they no longer run as part of the smoke test suites.

- Skip the Copilot CLI chat smoke test in the Chat area.
- Skip the Copilot CLI session smoke test in the Agents Window area.
