bug: todo-fast fails on `pnpm start ` on windows

pnpm start on the todo-fast lead to error

@akroshg I synced to main, and I still see this now, after I Ctrl+C, not a clean exit:

Server is running — press Ctrl+C to stop

error: process didn't exit successfully: `D:\webui\target\debug\webui.exe start ./src --state ./data/state.json --plugin=fast --servedir ./dist --port 3001 --watch` (exit code: 0xc000013a, STATUS_CONTROL_C_EXIT)
