Overview

The Duplicate Surfacing agentic workflow reviews newly opened microsoft/winget-cli issues and surfaces high-confidence existing issue candidates. When it finds likely matches, it applies Possible-Duplicate and posts a concise contributor-facing comment. It never closes issues or removes Needs-Triage.
