Unrelated to this PR - Is there a reason that the settings schema is still at 0.2? I'm just surprised that it doesn't have supported versions of the schema per client like the manifests do

We need to add that to the checklist so we can support versioned schemas. Great call out @Trenly!

We should absolutely do this. I was thinking about DSC v3 in the future when WinGet can be it's own API for configuration. That would mean things like Dev Home or maybe even something in the control panel or a cool "configure" anything type of a GUI could change settings for things.
