Usually it's not required to update all of older version manifests, but you could do that for consistency reasons. |

No unfortunately, you have to submit every version separately in multiple PRs. Generally for something like this, it has to be automated for bulk submit. |

No unfortunately, you have to submit every version separately in multiple PRs.
So if you have 20 older versions to update, you have to submit 20 PRs for it.
