I'm not sure what the issue is, and I'm not a moderator. But I don't think this PR should have this error label ( PullRequest-Error PR is Invalid ), that's why I mentioned this PR in Issue.
Maybe you can try git reset and then recommit and force push the changes in this PR? Because this looks like a git problem...

Off-topic: adding the PackageUrl field to the locale manifest will help contributors better maintain the package (or at least know where to get a new version if it becomes invalid).
