Notes from me:

• The package differs somewhat from Cygwin.Cygwin, in that Cygwin.CygwinSetup is the tool that launches a menu to install Cygwin; and if Cygwin is already installed, it's the sole official way (in Team Cygwin's eyes) to update Cygwin's internal packages.
• The setup is also not to be confused with "Cygwin DLL" that is mentioned at some places on Cygwin's website.
