No the display version should be the 023.000.00000.

After contacting a developer for Milestones Professional, I found out that the date 02/04/2025 is the modified date of the executable. What you actually found is the update screen that is in the internal to the program. It allows for the app to update itself by replacing the executable. The update is not kept track of in the registry or arp entry. When someone installs the application, it is the latest version, because the MSI install files that are in the manifest are updated with the new release.
