The release date of this runtime version is not published: https://learn.microsoft.com/en-us/azure/service-fabric/release-notes#service-fabric-11

I've an issue opened for this on microsoft/service-fabric#1546 however the Release Date of this runtime version and previous versions is not consistently updated. If acceptable the ReleaseDate property should be omitted from the winget package
