Summary

Adds the 0.2.0 release of atl (AgentTeamLand package manager CLI).

New in 0.2.0:

• atl learning-capture subcommand — scans Claude Code session transcripts for inline <!-- learning --> markers and produces a short report for /save-learnings to process
• atl setup-hooks now installs four Claude Code hooks (added SessionEnd + PreCompact for learning-capture; SessionStart + UserPromptSubmit from 0.1.5 remain)

Manifests were generated by goreleaser on tag v0.2.0 and pushed to our fork at agentteamland/winget-pkgs:atl-0.2.0.
