Summary

Adds MetanoicArmor.I2PChat.TUI 1.3.2.

Installer: I2PChat-windows-tui-x64-winget-v1.3.2.zip from I2PChat v1.3.2 (SHA256 from release SHA256SUMS).

GUI package PR: separate (winget-pkgs policy).
