Yes, this is the expected behavior.

OfficeFileGuard does not have a traditional desktop application window (GUI) or a main executable to launch from the Start menu. Instead, it operates entirely as a system integration. It installs:

• A Shell Extension to allow users to tag files as 'Reserved' via the context menu.
• A Shell Overlay to visually distinguish 'Reserved' files from standard ones in File Explorer.
• An Outlook VSTO Add-in that triggers specifically when sending tagged files.

To verify that it runs correctly, you can right-click any Office file (.docx, .xlsx, .pptx) in File Explorer to see the context menu extension, or open classic Outlook to see the add-in in action while while sending it as an attachment to an external domain.
